City of Newton Electric Department is located at 404B N. Van Buren Street and is responsible for maintaining two substations and electric lines, in addition to installing electric service and trouble-shooting for the city’s electric customers. The electricians for the City are Matt Tarr (Department Head), AJ Schafer and Lane Bradley.
Electric service for those residents living within city limits is available through City Hall. Individuals are asked to present an address for services as well as a form of identification. Rental customers and homeowners are required to make a $350.00 or $500.00 deposit. The minimum charge for residential customers is $9.07 per month. The minimum charge for commercial customers is $26.67 per month.
There are times that Ameren outages will effect the City of Newton.
The City of Newton WasteWater Treatment Plant is located at 105A E. Marion Street and was built in 2006. The plant is Extended Aeration. Average flow is 0.8 million gallons per day, peak flow is 2.6 million gallons per day. The City of Newton WasteWater system includes approximately 27 miles of WasteWater lines and 490 manholes. Three operators are on duty from 7 a.m. to 4 p.m. to take care of the plant and collection system. Operators are Sean Inyart and Scott Rubsam.

Individuals are asked to present an address for services as well as a form of identification. Rental customers and homeowners are required to make a $350.00 or $500.00 deposit. The minimum charge for WasteWater treatment service shall be $31.06 per month inside city limits. The minimum charge for WasteWater treatment service shall be $46.61 per month outside city limits.
The City of Newton Water Department is located at 404A N. Van Buren Street. It maintains the City's potable water system consisting of the water treatment plant, two water towers, five wells and many miles of water lines. Adam Painter and Clark Bigard are employed in this department.

Rental customers and homeowners are required to make a $350.00 or $500.00 deposit. The minimum charge for water service inside city limits is $18.06 per month.
The minimum charge for water service outside city limits is $27.10 per month.
The City of Newton Street Department maintains 30 miles of city streets. This department is also responsible for maintaining culverts, snow removal and keeping roads in good condition year-round with an annual street program. Harley Gray and Derick Gorrell are employed in this department.
The City of Newton provides quality services to its residents through its several departments. The City of Newton owns its own electric, water, and wastewater systems. Natural gas is provided by AmerenCIPS. Telecommunications providers and trash services can also be obtained through providers found on the Contracted Services page. The City is responsible for maintaining its streets, alleys and pedestrian/bicycle facilities as well.
